in the two PDFs available. Wards yes, villages no. And so far as I
can see from the release calendar, there is no intention to
release data at that level of granularity.<br>

What can be downloaded from the above link is GIS shapefiles for the new region and district boundaries (plus international and water boundaries).
Ward boundaries to follow possibly this year and Village boundaries in June 2014.
Village level population data and age/sex data is available in Pdf format from above link.
