I found the same problem.<br>
I did a vector spatial adjustment in ArcGIS and when it fitted
well in the north it was off in the south by approx 50m and
viceverca.<br>
So clearly there is a problem with the shapefiles and I'm sure it
is not simply or only a projection issue.<br>
<br>
I also have issues with the border interpretation along the
coastline and lake shores. The water boundary shapefile is also
out of alignment with the boundaries.<br>

<div><b>Problem</b>: 'Districts' does not line up with the other
two layers (shifted NNW by ~ 250m); the other layers line up
well with other vector data I have, so I suspect there's a
misidentification of datum - however, changing it to Arc 1950
or WGS 84 doesn't seem to help. </div>
